Although with the strong support and promotion of the government, the current national market ownership of new energy vehicles has just exceeded the planned target of 10,000 vehicles, but the enthusiasm for promoting the development of new energy vehicles continues. Not long ago, the "Notice of Beijing Municipality on Accelerating the Cultivation and Development of Strategic Emerging Industries Implementation Opinions" stated that the development plan for private new energy vehicles by 2012 is 30,000.

Industry insiders pointed out that under the promotion of policies, it may not be difficult to sell tens of thousands of new energy vehicles, but if you want to make new energy vehicles really on the road and convenient to use, it depends on how the new energy vehicles are "worked."

  The seemingly unsolvable dilemma

Mr. Li from Xicheng District, Beijing has been participating in car lottery since the beginning of the year, but hopes seem to be getting slimmer. Mr. Li is very interested in the new policy of Beijing's new energy vehicles with "no lottery, no restrictions, no taxes and car purchase subsidies". "It's really attractive. I want to buy one." But after careful study, he found that on the one hand, the policy details have not yet been issued, and I don't know how to buy it; on the other hand, he searched around and found no place to charge the car.

Cars need to be refueled, electric cars need to be charged. How can new energy vehicles get on the road if they can’t be easily charged?

Electric vehicle senior scholar Xie Zicong pointed out that, in essence, the battery not only assumes the function of a traditional automobile fuel tank, but also shoulders the same function as the oil company's refining equipment. In comparison, refueling is a physical phenomenon, and charging is a chemical reaction.

The characteristics of the current battery determine to a certain extent the real life state of electric vehicles.

In an interview with reporters, Cao Hongbin, vice president of China Putian and general manager of Putian New Energy Co., Ltd., used a series of interrogative sentences to express the current problems facing new energy vehicles:

Compared with the number of electric vehicles and charging stations in a city, the government and consumers are more concerned about the safety of electric vehicles. If a car ignites or explodes, what damage will it cause to the entire electric vehicle industry?

Because the cost of batteries is very high, the price of electric vehicles is very expensive now. A general fuel vehicle costs 100,000 yuan, and an electric vehicle of the same grade costs 200,000 yuan. Where is the enthusiasm for consumers to buy? The battery can theoretically be recharged 2000 times. 150 kilometers in one electric run. In fact, it is often not achieved. The full life cycle of the battery is inconsistent with the full life cycle of the vehicle, and the battery is scrapped after three to five years. The life of the whole vehicle is not over yet. Would it be possible to spend another 100,000 yuan on a battery?

The fuel tank will rust and break in 20 years, but the battery life is much shorter. The battery must be recycled and repaired by a professional company. Otherwise, the batteries that are large and are garbage to the car owner are piled up everywhere or disassembled by small workshops, which may cause explosion hazard and cause environmental pollution. After the large-scale development of electric vehicles, how to avoid the post-battery crisis?

If many people are charging at the same time, it is equivalent to many people walking on the bridge in unison. For the power grid, the harmonics caused by electric vehicle charging are unbearable; many Chinese car owners do not have garages and only place their hopes on charging stations in the society. The construction of a large-scale charging station requires an investment of 10 million yuan. If only one kilowatt-hour of electricity income is 0.5 yuan, how can the investment be recovered? Who is willing to do it?

Now that the land resources in big cities are scarce, how to find a place where the cost is acceptable and convenient for consumers for the construction of charging stations?

In the face of this series of question marks, is the dilemma of new energy vehicles on the road really unsolvable?

  Wayfinding "Shenzhen Mode"

"There has never been a perfect emerging industry from the beginning. The use and operation of electric vehicles are very different from traditional cars. Therefore, there must be an innovative way to deal with the predicament." Cao Hongbin believes.

During the Shenzhen Universiade held not long ago, more than 1,000 electric buses were on the road and became a star outside the stadium. At the same time, the country's first urban public transport new energy vehicle charging and swapping network intelligent management system covers electric buses, and real-time monitoring of electric vehicles and charging facilities.

At the Futian Transportation Hub in Shenzhen, buses coming and going are coming in one after another, plug in the card to charge, and they can depart in 3 hours. On the large screen of the network monitoring center, you can observe the battery working status and power of each vehicle.

According to reports, the battery of an electric car is generally installed on the side of the car or on the chassis of the car. If a short circuit occurs, it is difficult for the driver to find the first time. It usually takes more than half an hour for the battery short-circuit temperature to increase to spontaneous combustion. The intelligent monitoring system uses a variety of communication technologies to transmit battery information in real time. Various abnormalities of the battery will immediately appear on the large screen in the monitoring room, and the call center will promptly notify The driver immediately pulled over and stopped to take measures to avoid spontaneous combustion, which greatly improved safety. Speaking of the intelligent network management system for electric vehicles developed by Potevio, Cao Hongbin believes that as a central enterprise mainly engaged in communications manufacturing and industry information applications, China Potevio's research and development of intelligent charging and switching network management systems has unique advantages.

“During the Shenzhen Universiade, Potevio’s technicians had already assembled the car factory and the battery factory to summarize and analyze the on-site alarms and discuss ways to improve. Potevio hopes to help the battery factory continue to Improve technology.” Cao Hongbin said, “Some people are surprised that those engaged in communications suddenly start electric vehicles. In fact, the electric vehicle industry is a cross-industry industry. China Putian Group not only produces communications equipment and software services, but also specializes in special services. Vehicle refitting plants and battery plants, so we integrated these resources and applied the entire network-wide communication operation concept to the field of electric vehicles, which soon formed Potevio’s business model."

Putian used its advantages in communication technology to cut into it, obtained a franchise to operate an electric bus charging and swapping network in Shenzhen, and invested in the construction of 57 charging and swapping stations with a total of 850 charging piles to meet the needs of more than 1,000 pure vehicles during the Universiade. The charging demand of electric and hybrid new energy buses.

Under the organization of the Shenzhen Municipal Government, China Putian is the operator of the new energy electric bus power supply network, China Southern Power Grid Corporation is the power supplier, and BYD, Wuzhoulonghe ATL, Waterma and other automobile factories and battery factories are the electric vehicle suppliers. As the user, the public transportation company has constructed a complete industrial chain for the commercial application of electric vehicles, which has resulted in the "Shenzhen Model" of electric vehicles.

"Doing work" requires a key "eye"

At present, among the 25 new energy electric vehicle pilot cities in China, Shenzhen has the largest scale, and its business model has been affirmed by the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the Ministry of Finance. After the Universiade, Shenzhen intends to put more than 1,000 electric buses into normal operations, and will increase the number of electric buses next year.

Experts believe that the fundamental reason why Shenzhen has taken the seemingly difficult new energy vehicle operation dilemma is that the government "not only has enthusiasm but also has methods", and has played a leading role. This is in the early stage of the cultivation of the new energy vehicle operation industry. Is indispensable. In its operation, the Shenzhen government is not only financially giving away money, but also conducting franchise operations for electric vehicles. Next year, PetroChina and Sinopec may also enter the Shenzhen charging and swapping operation market. If two existing gas stations are used to build a charging network, the problem of difficult location of charging stations will be solved accordingly. "Hopefully, under the leadership of the government, more social forces can enter the market in an orderly manner, so that China's electric vehicle industry will have real development and consumers will have more choices." Cao Hongbin said.

Shenzhen’s business model of “finance leasing, separation of car and electricity, and combination of charging and maintenance” is trying to solve the problem of high consumption costs for users. Because the battery is leased and the cost of charging is lower than the cost of fuel, it is more economical to use electric vehicles in the Shenzhen bus system. Cao Hongbin said that consumers in pilot cities who purchase new energy private cars can receive subsidies from the state and local finances. If operators provide battery leasing on the basis of subsidies and provide financial leasing services for bare cars together with banks, the consumption threshold can be greatly reduced.

After more than a year of operation, the Shenzhen electric bus intelligent management network will accumulate valuable raw data to provide battery factories with a basis for technological improvement, and at the same time, it can also provide empirical evidence for the calculation of the electric vehicle operating price system that benefits all parties. Potevio hopes Work with the Shenzhen Municipal Government to advise the National Development and Reform Commission on charging and sharing. The goal is to mobilize more social forces and social funds to invest in the electric vehicle industry. The "eyes" of the predicament are also here.

How much experience the "Shenzhen Model" can learn from, still needs time to prove. As Xie Zicong said, there is currently no commercial experience in the operation of electric vehicles worldwide. The criterion is to see which way can help companies sell electric vehicles and whether people are willing to buy them. When determining specific methods in my country, we can consider piloting various business models in 25 demonstration cities. Automakers and demonstration cities can freely combine and sign up. They are divided into categories and different models and teams, and alliances are formed to participate in the pilot. Naturally, the results will come out.
