The Victoria Big Battery project is officially registered and provides FCAS
One of the world's largest lithium-ion battery energy storage systems, Victoria Big Battery (VBB), which is deployed near Geelong, Australia, has been registered and operated and will mainly provide frequency control auxiliary services (FCAS). The FCAS market is one of the main service markets for the Australian power grid.
French renewable energy developer Neoen owns and operates this 300MW/450MWh battery energy storage project. The company also owns and operates two grid-scale battery energy storage projects, Hornsdale Power Reserve and Bulgana Big Battery. These energy storage projects are Australian Energy One of the most important developments in the market in recent years. Neoen has thus become the largest non-hydropower generator in the Australian market and the fourth largest energy developer in the country.
The company pointed out that the exact impact of the VBB energy storage project on the FCAS market remains to be seen, but its large scale and the flexibility to provide batteries within a few milliseconds means it has a huge impact. This largely depends on Neoen's operating strategy.
The Australian Energy Market Operator (AEMO) recently updated the registration list, confirming that the VBB energy storage project can now provide electricity services for the low-frequency regulation market and the high-frequency regulation market. These two services are essential to facilitate more renewable energy generation to enter the market.
For example, when solar power generation or wind power generation is high and the grid frequency is pushed up, the VBB energy storage project can be used as a critical load to reduce the grid frequency; and when the solar power generation and wind power generation decline, the VBB energy storage system can provide electricity to Increase grid frequency.
The registration of the project was carried out after several weeks of testing and commissioning. In late July, a fire broke out in the two Tesla Megapack energy storage systems in the VBB energy storage project, which delayed testing and commissioning for several months.
Neoen has signed a power purchase agreement with the AEMO for the project. The energy storage project can relieve power congestion on the transmission line between Victoria and New South Wales during peak demand periods.
Australia currently has six large-scale battery energy storage projects in operation, and three other battery energy storage projects are in different stages of commissioning, including the VBB energy storage project, the Wallgrove battery energy storage project deployed in New South Wales, and the deployment in Queensland Wandoan energy storage project.
These battery energy storage projects have occupied a considerable share of the FCAS market. And according to a survey report released by the AEMO in 2018, the service provided by the battery energy storage project is faster and more accurate than the service provided by the traditional synchronous generator set.
Nowadays, more and more large-scale battery energy storage systems are entering the market. The newly created fast frequency response market will start operations in 2023 and will provide new services such as synthetic inertia and provide services in a "virtual generator mode." And this model is considered to be a key element for stabilizing the operation of the power grid.
